【中譯聯合聲明】 緬甸軍方應終止施用暴力,推崇民主

連署於下方的各組織同聲撻伐堪稱政變的操作與相關的暴力行為在緬甸懸峙了公民政府,並將大權實質上重新交付軍方。
二月一日,軍方恣意拘禁國務資政翁山蘇姬(Aung San Suu Kyi)與其他全國民主聯盟的領導人,並宣布全國進入為期一年的緊急狀態。原任副總統的退役中將敏瑞(Myint Swe)在被立為臨時總統後,旋即將權力轉付國防軍總司令敏昂來(Min Aung Hlaing) (移轉立法、行政與司法權於國防軍總司令的法條出於緬甸2008年憲法第418節) 。全國各地的網路與電話訊號受阻擾,而隨者民主運動者被恣意逮補,追加關押的報導接踵而至。由於滿載士兵的裝甲車明目張膽地巡邏於奈比多與仰光,社會大眾對於生命將受暴力侵害的恐懼高漲。
聲明團體表示:「軍方應即刻且無條件地釋放這些被拘禁者,回歸國會,與所有利害關係人達成和平決議。」
軍方與同夥聯邦鞏固與發展黨(Union Solidarity and Development Party)已針對全國民主聯盟在去年11月取得國會多數席次的選舉結果發出質疑,而大舉抓捕該黨領袖的時機,即是屆臨國會新會期開議將遴選正副總統之際。
與翁山蘇姬同受拘捕的核心領袖有總統吳溫敏(U Win Myint),以及擔任首席部長的U Phyo Min Thein、Dr Zaw Myint Maung、Dr Aung Moe Nyo、Daw Nan Khin Htwe Myint與U Nyi Pu。
當前主掌國政的是被控以觸犯種族滅絕罪、危害人類罪與戰爭罪的大將敏昂來(Min Aung Hlaing),拉響了人權警報,少數民族與羅興亞(Rohingya)族群的處境尤其堪憂。近年萌芽的政治開放進程,也將隨軍政統治開倒車。
即使歷經近十年的情勢變化,軍方仍舊在政府保有相當影響力。「軍方的所作所為顯示其自始至終只在乎權力把持,而從未致力於民主革新。」
各方公民團體與非政府組織同發聲明,呼籲緬甸軍方
立即且無條件地釋放所有被恣意拘禁人士;
立即恢復網路通訊及所有形式的溝通媒介;
不阻擾獲選議員履行公務,讓國會恢復運作。
聲明團體同時訴求
聯合國安全理事會召開緊急會議以回應此事變,包含派遣代表至緬甸,實行國際武器禁運,並將緬甸的情報移送國際刑事法庭;
國際社會建置全方位的應對策略,其中應涵蓋針對軍方與其關係企業祭出制裁,並且為了確保受拘禁人被立即釋放、所有人民--包含處於武裝衝突區域者--受保護、政權被交還由公民主掌的國會、政體被徹底改革成以人權與民主為核心並能防範權力篡奪重演的制度,就外交、經濟與國安關係設定交換條件。
社群媒體公司,特別是臉書,應暫時停用藉其平台散播假消息、恐懼與精神暴力的軍事與聯邦鞏固與發展黨領導者的帳號;
東協領導人應善盡槓桿外交,確保法治國原則被遵循,民意受尊重。
