聯合國人權委員會（United Nations Human Rights Council）現在正在審查行之有年的「特別程序機制」並討論進行修改。所謂「特別程序機制」指的是由獨立的專家擔任特別委員(Special Rapporteur)或組成工作小組，就特別需要關注的國家或問題進行獨立的調查與監督等工作。這是國際NGOs極力主張之機制，為的是讓Human Rights Council在做Global Peer Review時，可以有人權團體及專家之意見，以避免政治解決。
審查的原意是要強化此機制的功效。但目前有好幾個聯合國會員國有意藉著審查機會，削弱「特別程序機制」賦予特別委員的角色與功能（此審查訂定於2007年6月完成）。為避免Human Rights Council背道而行，14個國際NGOs發起全球連署行動Global Petition（發起團體名單如下）。
