台灣人權促進會、國際特赦組織台灣分會與法律扶助基金會，將於11月2-5日舉辦難民審查培訓，邀請聯合國難民署（UNHCR）前資深官員Brian Gorlick、亞太難民權利網絡律師Brian Barbour、國際難民與移民法官協會成員Allan Mackey和Martin Treadwell 、加拿大移民難民審查小組成員Maureen Silcoff等。
本次培訓將由講師合錄一段30分鐘的課程影片，請與會者於活動前看完；活動當天，將於講師線上連線，進行QA與個案討論工作坊。現場備有即時口譯。

Allan Mackey
Allan Mackey is the former President of International Association for Refugee Law Judges (IARLJ); during Mackey’s presidency, IARLJ had collaborated closely with UNHCR in holding workshops and conferences. As a visiting professor at University of Tokyo, Japan, his prowess in refugee studies extends to comparative analysis concerning the asylum mechanism in East Asia. Mackey had previously served as
Chair of the Refugee Status Appeal Authority (NZ), Deputy Chair of Immigration and Protection Tribunal (NZ), and Senior Immigration Judge (UK).
Brian Barbour
Brian Barbour is a practicing lawyer presiding over the Regional Protection Division of Asian-Pacific Refugee Rights Network. His consultancy work with Act for Peace, Japan, involves research, analysis and advocacy strategy to strengthen the refugee protection systems across Asia-Pacific jurisdictions. Previously, he had led the Protection and Assistance Unit of Japan Association for Refugees, and had served as Executive Director for Hong Kong Refugee Advice Center.
Brian Gorlick
Currently a faculty member of the Refugee Law Initiatives MA programme at University of London, Brian Gorlick had worked with UN High Commissioner for Refugees (UNHCR) and UN Secretariat for over twenty-five years; his last assignment being the Deputy Representative (Protection) at UNHCR Malaysia. Gorlick had served as Policy Developments Editor for International Journal of Refugee Law (Oxford University Press), and was called to the Bar of Ontario in 1990.
Jenn McIntyre
Jenn McIntyre is the Director of Romeo House, a Canadian NGO that resolves to support refugees in establishing themselves and in integrating into their respective communities with dignity; particularly by way of providing them with transitional housing, settlement necessities, and emotional support resources.
Martin Treadwell
Martin Treadwell heads the Asia-Pacific Chapter of International Association of Refugee and Migration Judges. As the Deputy Chair of Immigration and Protection Tribunal, New Zealand, Treadwell has garnered considerable experience in determining appeals pertaining to refugee status and deportation.
Maureen Silcoff
Maureen Silcoff is the sitting president of Canadian Association for Refugee Lawyers and a former member of the Canadian Immigration and Refugee Board(IRB). As a practitioner in the field of immigration and asylum for over three decades, her endeavours and expertise has been highly endorsed by reputed scholars and practitioners.
-關於難民審查培訓-
過去十多年，台灣陸續接獲來自敘利亞、烏干達、土耳其、中國、流亡藏人等人尋求庇護，但礙於我國沒有難民法，政府相關部門表示無法處理，民間至多只能引介資源；無論過多久，他們在台灣始終無法取得合法居留身份。更糟的情況，是他們被執法人員認成非法偷渡客，直接移送收容所，服刑結束後遣返回國或回上一個目的地，忽略了他們被遣返回國時可能遭遇生命與自由的極大風險。台灣人權促進會繼2018年舉辦難民個案協助工作坊，今年再次舉辦審查培訓工作坊，考量不同受眾的需求、搭配不同講師，希望推動難民法之際，也能累積一點法規知識、實戰技巧，在面臨全球最弱勢的一群人時，伸出援手。
