大家是否知道，在台灣其實存在一個鮮少被看見的流亡社群？

鮮為人知卻不願被遺忘的國度──比亞法拉。

英國殖民時期刻意挑起的族群對立，以及不顧種族差異的強行劃界，最終釀成無法挽回的悲劇。在1967至1970年的比亞法拉戰爭中，數百萬人死於戰火與飢荒，這場衝突至今仍是非洲死亡人數第二高的戰爭。

然而，壓迫並未隨戰爭結束而停止。奈及利亞政府的後續政策、持續的暴力與歧視，迫使許多比亞法拉人民背負了數代人的創傷，被迫流亡他鄉。部分人輾轉來到台灣尋求庇護，但他們依舊面對重重挑戰──對家鄉的失落與哀悼、教育與醫療等資源的不足、文化差異與歧視，以及艱難的融入過程。

在這些歷程中，台灣究竟扮演什麼角色？我們又該如何回應，並承擔起應有的國際人權責任？

Did you know that Taiwan is home to a little-known displaced community?

 A nation rarely mentioned, yet refusing to be forgotten — the Republic of Biafra.

During the colonial era, the British deliberately inflamed ethnic tensions and arbitrary borders, drawn with no regard for cultural or ethnic realities, set the stage for an irreparable tragedy. From 1967 to 1970, the Biafran War claimed millions of lives through violence and famine. It remains the second deadliest conflict in Africa’s history. 

However, oppression did not end with the war. The Nigerian government policies, combined with continuing violence, marginalization and discrimination, left the Biafran people carrying generations of scars and have forced many Biafrans into exile. Some sought refuge in Taiwan. But here, too, they face profound challenges — mourning the loss of their homeland, limited access to education, healthcare, and resources, as well as cultural differences, discrimination, and the difficult struggle to integrate into the society.

In these journeys, what role does Taiwan play? And how should Taiwan respond, taking on its responsibility within the global human rights community?
