台權會與日本人權組織Human Rights Now歷時近兩年的研究，終於在今天（10月15日）共同發布名為《Silenced Voices：為何無人聆聽遠洋漁工的聲音？從台灣漁船到日本市場的不透明鮪魚供應鏈，潛藏人權風險》的研究報告中文版，揭露從台灣遠洋漁船到日本海鮮消費市場的海鮮供應鍊，不但非常不透明，還潛藏著巨大的人權侵害、強迫勞動、與非法、未報告、不受規範的漁獲，也就是所謂IUU非法捕撈的風險。 這份最新的研究報告，透過訪談銪富號和裕順668號的遠洋漁工，他們被台灣船東嚴重欠薪、且沒有Wi-Fi對外通訊的遠洋漁工，證實為台灣遠洋漁船奮鬥的印尼漁工，普遍符合多項國際勞工組織 ILO 的11項強迫勞動指標。研究團隊也走訪印尼訪談遠洋漁業相關的工會組織、仲介業者、與印尼政府，深度了解漁工母國的招募過程與印尼政府的政策，並對台日兩國政府在遠洋漁業嚴重缺少保護漁工勞權的制度，進行嚴厲的批判。研究團隊藉此報告說明這整個海鮮供應鍊亟待聽見工人與工會組織的聲音，各利害關係方也應展開具體的改革決心，才有可能消除海鮮供應鍊中的強迫勞動。 封面設計：吳心宇 內頁編輯：傅崇益（六六） 日文版：
