An International Amnesty Letter to President Chen Shui-bian

Regarding the Human Rights Violation of Su Chien-ho, Chuang Lin-hsun, and Liu Bin-lang

Dear President A-bian,

It has been over nine years for these three innocent men on death row. For them, every day is filled with fear: at dawn, fear of impending death, and at dusk, fear of new forms of mental and physical torture inflicted by the police. Their suffering has been far beyond that which anyone should endure, their treatment by the police and government beyond reprehensible. Their tragedy is nearly inconceivable to any person of conscience who believes in justice. With this open international letter, we, as members of the world community, beseech you to purge this judicial stigma of the past administration. As long as the three men remain imprisoned in flagrant disregard for international principles of justice, we will anxiously watch and await the day you stand up for the human rights that you so fervently championed in your campaign and subsequent inauguration speech.

The Taiwan Association for Human Rights, in conjunction with other international human rights groups including Amnesty International, has been working for justice for these three men since they were wrongly accused, arrested, and imprisoned in 1991. The whole world knows the story of Su Chien-ho, Chuang Lin-hsun, and Liu Bin-lang and is appalled that they still sit in prison today because the government has no evidence to prove their guilt and yet has not the courage to admit the gross miscarriage of justice perpetrated against these innocent men. Without just cause, there is no authority to deprive innocent men of their right to life. Innocent of any crime, Su Chien-ho, Chuang Lin-hsun, and Liu Bin-lang should be immediately liberated and exonerated of these charges. We urge you to exercise your authority as President in accordance with the Amnesty Act and Rule No. 40 in Constitutional Law to return these three young men to the freedom that they deserve.
